About Us


Employment as a subject is included in the concurrent list of the Constitution of India. National Employment Service is a Joint concern of the Government of India and the J&K Government. Compulsory Notification of Vacancies Act 1959 was passed by the Parliament to make it compulsory for the establishments under Public and Private Sectors to notify vacancies to the nearest Employment Exchanges and also to render prescribed returns. This Act though extended to the J&K was applied by the state to the Private Sector only. The Employment Exchanges in J&K had been catering to the recruitment needs of various Central Government Departments and Organizations. But after the Supreme Court Judgment passed in the year 1996, the notifying departments were given the discretion to invite the applications at their own level in addition to the names being sponsored by the Employment Department in order to give a fair play and equal opportunity for applying against the said vacancies notified by a particular establishment / organization by making advertisements in the print/electronic media for wide circulation.



Profile


After 2009 , the employment exchanges were converted to District Employment & Counseling Centre with primary focus on counseling of unemployed youth about



  • different career options in public and private sector
  • financial assistance under different government sponsored schemes to start their own self employment units
  • vocational training programme being run by different government/private agencies

In addition, the DECC’s are rendering free services to employers as well as to job seekers through job fairs and placement drives. At present, 20 District Employment & Counseling Centers are functioning in UT of J&K.



Mission


  • To provide a authentic database of unemployed youth which can be used for formulation of policies for welfare of unemployed youth by government
  • To provide a common platform to job seeker and job provider in order to provide best suited jobs to the job seekers and meet the skill needs of job provider as well.
  • To counsel the unemployed youth about career options for job as well as entrepreneurship schemes.

Vision


To facilitate employment , provide self-employment guidance and skill development for the unemployed youth to enhance their incomes, thus promoting inclusive growth.

Divisions

1.Administration

Administration division deal with all matter related to establishment, administration and service matter related to the employees of the department. It includes Director, Joint Director, Deputy Director and Assistant Director.

2.Planning

Planning Division deal with the preparation and projection of plan for different schemes, compilation of reports on monthly, quarterly, half yearly and yearly returns. It includes Deputy Director, Statistical Officer, Statistical Assistant and Junior statistical Assistant .

3.Finance

Finance Division is mainly responsible for all financial and allied proposals, preparation of budget and release of funds under different heads. This division include AAO, Accountant and Account Assistant .
